New White Paper: Why Beyond-GDP Efforts Fail: From Measurement Reform to Institutional Change

I have released a new white paper, Why Beyond-GDP Efforts Fail: From Measurement Reform to Institutional Change.

The paper argues that beyond-GDP initiatives have become increasingly sophisticated in deciding what should be measured, but much less developed in explaining how new measures become embedded in institutions, influence decisions, and survive political change.

It identifies ten reasons for this implementation gap, including weak change architecture, limited scale sequencing, insufficient temporal design, and misalignment across ontology, epistemology, axiology, praxis, and telos. The paper also compares twelve prominent beyond-GDP frameworks and distinguishes between capabilities that are built into a framework and those added later by implementing organisations.
